What happens when college educated leave your state?

In the last 15 years, 80,000 college educated Mississippians have left the state than migrated to the state. For perspective, 80,000 equates to the 2nd largest city in Mississippi. This shifts the tax burden in Mississippi onto the remaining population. It also equates to higher utility rates for Mississippians.
