Texas: Tying local taxes to state spending limits

Since we last chatted, the Texas Governor announced a property tax reform package that includes eliminating school district taxes. You can read details of his 5 point plan here. 

Here’s where things diverge. In announcing the plan, the Governor said, “The state already has five legal limits that limit the ability for us to increase spending. The same must be true for every jurisdiction that imposes property taxes.”
